They conducted a review of the context within which community housing organisations (CHOs) operate and the conditions needed to attract private investors into residential property in general. They also commissioned Macquarie Bank to develop a retail investment model for attracting major private investment into community housing. Whilst much of the Howard-era policy context to this research is now outdated, the research nonetheless provides insight into the structure of the community housing sector and institutional property investment arrangements in Australia. T he report outlines three types of investors: institutional, retail and social (5).
